Comportamiento del Programa de Adquisición de Alimentos en los municipios gaúchos entre los años de 2011 a 2016

El Programa de Adquisición de Alimentos (PAA) tiene como propósito principal fortalecer la agricultura familiar estimulando la producción y comercialización de alimentos con la donación a las entidades socio-asistenciales. Así, el PAA se convirtió en una política fundamental para el desarrollo rural y social. El objetivo fue analizar el comportamiento del Programa de Adquisición de Alimentos (modalidad Compra con Donación Simultánea) en los municipios de Rio Grande del Sur con agricultores familiares beneficiados, durante los años de 2011/2016. La investigación cuantitativa se desarrolló en dos etapas: primero, se recopilaron datos secundarios de la Companhia Nacional de Abastecimento y se elaboró una base de datos utilizando el software Excel; la segunda etapa consistió en el análisis estadístico descriptivo y multivariado usando el software InfoStat. El mejor desempeño del PAA medido por el número de municipios que se adhirieron al programa, la cantidad de agricultores beneficiados y las transferencias de recursos, fue durante los años 2011/2012, con una disminución en los demás períodos observados. Se constató una alta heterogeneidad de los datos y una similitud entre ellos en los años 2014/2015, 2013/2016 y no son homogéneos 2011 y 2012. Cuantitativamente, se encontró una inestabilidad en el desempeño del PAA que puede reflejarse, cualitativamente, en el desarrollo rural y social.
